WhatsApp API charges changed on 1 October. What UAE businesses should do now

Replying to customers on the WhatsApp Business Platform used to be free. From 1 October 2026, most of it isn't.

If your business answers customers through the WhatsApp Business Platform, also called the WhatsApp API, Meta changed how those conversations are billed on 1 October 2026. Most owners in the UAE won't notice until the first invoice. Here is what changed, in plain language, and what you can do about it.

What changed on 1 October 2026

  • Service messages are now billable. These are the normal replies you send within 24 hours of a customer messaging you. They used to be free.
  • Each business number gets 1,000 free service messages a month. After that, every reply is charged at the utility rate for the customer's country.
  • Utility messages sent inside that 24 hour window are now charged too. These are order updates, booking confirmations and reminders sent from approved templates.
  • Marketing messages, such as offers and broadcasts, were already charged and remain the most expensive type.
  • Chats that start from a Click to WhatsApp ad or a Facebook Page button still open a free window, so replies inside that window stay free.

Exact per message rates vary by country and Meta updates its rate card regularly, so always check the current figures in your WhatsApp Manager or with your provider before you budget.

What this means for a typical UAE business

A small clinic or cafe with a few hundred chats a month may stay inside the free 1,000 messages. A busy restaurant, a real estate brokerage or a clinic group running ads can pass that in the first week. The cost per message is small, but it adds up quickly when every chat runs to fifteen or twenty back and forth replies.

The businesses that will feel it most are the ones with long, slow conversations: asking the same questions one at a time, sending prices in separate messages, and following up three times before a booking is confirmed.

Five ways to keep the bill low

  • Answer in fewer, better messages. One clear reply with the price, the location and a booking button costs less than five short ones.
  • Use rich messages. A card with photos, prices and a Book button replaces several text replies.
  • Move bookings and orders into a WhatsApp form. The customer fills one screen instead of answering questions one by one.
  • Bring new customers in through Click to WhatsApp ads, so the first conversation sits inside the free window.
  • Send fewer, smarter templates. Reminders and updates should be timed and combined, not sent by habit.

Where an AI agent helps

This is exactly what a well built WhatsApp AI agent does. It answers the full question in one reply, shows services or menu items as cards, takes the booking through a form inside the chat, and only messages again when there is a reason to. The customer gets a faster answer and the business sends fewer billable messages.

It also keeps the conversation inside the 24 hour window more often, because customers get what they need while they are still on the chat, instead of coming back the next day.

What to do this month

  • Check how many service messages each of your numbers sent last month in WhatsApp Manager.
  • Look at your longest conversations and count how many replies a simple booking takes.
  • Review which templates you send automatically and whether all of them are needed.
  • If you run ads to WhatsApp, make sure they use the Click to WhatsApp format so new chats start free.

If you want, we can look at your current setup and show you where the messages, and the money, are going.

Questions

Not completely. Since 1 October 2026 each business number gets 1,000 free service messages a month, then replies are charged per message. Marketing and utility template messages are charged as well.

No. These charges apply to the WhatsApp Business Platform, the API used by businesses with automation, CRMs or several agents. The free WhatsApp Business app on a phone is not billed this way.

Answer in fewer, richer messages, use forms for bookings and orders, start chats from Click to WhatsApp ads so they open in the free window, and limit automatic templates to the ones customers actually need.
